This book argues that a key factor leading to successful economic development is the relationship between business and the state. Based on extensive original research, the book shows how the formation of long-standing coalitions between state institutions and business institutions can be crucial. It draws on the interesting experiences of Turkey from the 1970s to the present, making comparisons with the similar experiences of Mexico, and goes on to outline how such institution building polices should be adopted in other countries of the Middle East and North Africa.
1. Introduction 2. Sustained coalitions and steady reforms 3. Why is it so hard to build institutions? 4. Shaky coalitions and zigzagging reforms 5. Why do institutions fail in certain settings? 6. Lessons for the MENA region 7. Conclusion
