	Author Alison Ravetz evaluates the British planning system--its evolution, challenges, and opposition--in&nbsp;her recently reissued &#39;Remaking Cities&#39; and &#39;The Governance of Space.&#39;</p>
<p>
	<em>Remaking Cities </em>is a history and closely argued analysis of the British planning system, from its origins in turn-of-the-century utopianism to its first thirty years of operation as an integral part of the Welfare State. It produced the urban and town-country settings that still surround us: functionally segregated and shaped by supposedly neutral planning expertise, according to government policy. Other professions besides town planning were involved: notably architecture, transport and highway engineering.&nbsp; Planning was challenged by, and accommodated as best it could, the fall and rise of different industries and invasions of new technologies &ndash; notably the rising tide of motor transport. As a composite system, it was bound to reflect the values and power relations of its times.</p>
<p>
	For all the changes made in the 1960s and &lsquo;70s, planning never achieved the autonomy its founders had wanted. In the years covered by this book it faced public protest and campaigns, weathering several &lsquo;crises&rsquo; both of the profession and in the environments it sought to control. It was compromised by its inability to protect the victims of development whose space and local activities were overwhelmed by the invasion of what Jane Jacobs called &lsquo;cataclysmic money&rsquo;. This In effect created new categories of powerlessness, such as the &lsquo;transport poor&rsquo; and the &lsquo;housing poor&rsquo;, that have carried over to the present, subsumed in the &lsquo;inner city problem&rsquo; described and prescribed for countless times, but never in fact resolved.</p>
<p>
	Planning&rsquo;s core contradiction was that its existence was owed to the very for-profit development whose harmful effects it was created to remove. This was crucial in the export of western-style planning theory and design icons to ex-colonial and developing countries lacking the social and economic frameworks that supported them in Britain. It was rooted in the philosophy of environmental determinism: a naive belief that ideal, designed environments could meet social needs as experts defined them, while disregarding the difference between &lsquo;place&rsquo; as used and inhabited by people, and the more&nbsp; abstract &lsquo;space&rsquo; of planning lore and practice. A review of collective and individual patterns of behaviour in &lsquo;places&rsquo; leads <em>Remaking Cities </em>to new insights into the vital but problematic practice of &lsquo;public participation&rsquo; in planning.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>
<p>
	The book&rsquo;s later chapters ask whether there were any alternatives to the way planning developed in Britain. This was not for the purpose of presenting a manifesto for change, as did many critiques of planning at the time, but to explore what they might entail in practice. Communist planning did not answer because, whatever its differences, it was as exploitative of people and natural resources as the west. The only genuine alternatives available were those of the &lsquo;counter culture&rsquo;: a variety of disconnected, mostly short-lived group experiments whose limited practical achievements were perhaps outweighed by the significance of their removal or re-drawing of conventional boundaries between work and life, home and workplace, town and country, and male/female roles in society.</p>
<p>
	The theme is taken up in again in <em>The Government of Space</em>, a succinct guide for non-specialists to the operation of planning in society. Its chapter &lsquo;Turning Points&rsquo;, highlights three classic cases of interaction between state and local people. Two of them (Black Road in Macclesfield and Tolmers Square at London Euston) were led by people who saw potential in old, supposedly expendable, urban environments. The third was the big council estate of Byker in Newcastle upon Tyne, where an old environment had already been destroyed and it fell to an on-site architectural team to reconnect a former &lsquo;slum&rsquo; population to its industrial and cultural past.</p>
<p>
	By the time <em>Government of Space</em> was published, British planning was in such deep crisis that many thought it would not outlast the century. In the event, the &lsquo;new right&rsquo; Thatcher regime made drastic inroads into it as a local government service and abolished London&rsquo;s and other metropolitan authorities that threatened central control. Competition, rather than need, became the criterion for distributing limited funds, and the short, sharp, one-off initiative the mechanism for kick-starting &lsquo;enterprise&rsquo; where this had failed. A generation later, in Coalition Britain, where riots and homelessness have returned to the streets, government again views planning as an unnecessary&nbsp; brake on enterprise and projects of national importance. Inroads into development control have become bolder and parts of the planning apparatus summarily abolished. But the recent worldwide crises of banking and growth-based economies raise the question whether it is less planning we need, or more. Either way, notions of &lsquo;growth&rsquo; and &lsquo;development&rsquo; are involved, and if we are shopping for new paradigms, the broad retrospective sweep of <em>The Government of Space </em>is a good jumping off point.</p>

	Author Alison Ravetz discusses the several mysteries behind the deterioration of Quarry Hill Flats.</p>
<p>
	The Leeds council estate of Quarry Hill Flats was a paradoxical combination of Victorian paternalism and 1930s architectural Modernism. Using wholesale slum clearance to effect city centre renewal, it was the first application of a prefabricated building system to council flats, which &ndash; another first &ndash; were equipped with passenger lifts. The estate plan showed a room set aside for the dead awaiting burial, a communal laundry with ironing room, and a range of community facilities that included shops, bank, kindergarten, social centre with stage, tennis courts, bowling greens, and an on-site estate management office. Each flat was supplied with radio relay and a fitted kitchen, while an open coke grate in the living room had a trivet for cooking and was supposed to heat a back-to-back oven. This had a double gas ring and was connected to the Garchey waste disposal system (later used in London&rsquo;s Barbican and other state-of-the-art schemes) but the coalman humped his sacks through the kitchen to a coal hole on a very utilitarian balcony.&nbsp;</p>
<p>
	Contrasts like these are outdone, perhaps, by another puzzle: that this estate of nearly a thousand homes, once an object of civic pride and host to countless housing delegations from all over the world, should be demolished in its entirety before reaching its fortieth birthday, with thirty years of the mortgage period still to run. A popular myth &ndash; though there was no evidence to support it - was that the estate was an irremediable social failure.</p>
<p>
	As well as its physical features, the Quarry Hill estate was unique in its abundance of surviving records, which enabled the pursuit of themes and questions not normally covered in estate studies. Records included the prolonged and bitter three-cornered correspondence between the French inventor of the (Mopin) building system, the Hull contractor who built the Flats, and the architect, who doubled up as city architect and director of housing. There are also documents from a critical period when, after twenty years or so of use, design flaws seemed to presage building failure &ndash; causing the architect to frequent the site with a torch after working hours.</p>
<p>
	The file for each separate flat also survives, from which detailed analyses of tenant movement, individual and collective, were worked out. Records show how the estate was managed, and how it was affected by local politics and &lsquo;labelling&rsquo; in the media.&nbsp; With these and personal reminiscences, it was possible for Alison Ravetz to piece together the choppy history of successive tenant organisations and campaigns to get the estate completed after the hiatus of war, and later to improve and update its open spaces and playgrounds. These were uphill struggles, as they occurred well before tenant participation in council housing was formally recognised and encouraged.</p>
<p>
	The many facets of the Quarry Hill story are characteristic of the&nbsp; &lsquo;estates&rsquo;&nbsp; so liberally bestowed on our towns and cities in the last century and still forming a significant part of our social geography now. The aspects driving their operation &ndash; national and local politics and subsidies, centralised management, professional roles and inter-professional rivalries, together with the many impediments to tenant participation &ndash; all must be carefully weighed to arrive at any reliable theory of what constitutes &lsquo;failure&rsquo; or &lsquo;success&rsquo; in mass housing. With something important to show under each of these headings, Leeds&rsquo;s &lsquo;model estate&rsquo; yields its ultimate paradox: that of being &lsquo;uniquely typical&rsquo; of this important strand of Britain&rsquo;s housing and social history.</p>

<p>
	<em>Community Architecture: How People Are Creating Their Own Environment</em>, first published by Penguin Books in 1987, is the definitive guide to the popular movement and developing campaign that swept through Britain in the 1970s and 1980s. It became a &lsquo;Bible&rsquo; to its champion, Prince Charles, and was soon published in overseas editions.</p>
<p>
	The book&rsquo;s basic premise is simple: the built environment works better when those who live in a particular neighbourhood are actively engaged in its creation and day-to-day management. Local community involvement in the process leads directly to a more responsive product.</p>
<p>
	Scores of stories are related about the pioneers who helped to make it happen, often assisting people living in decaying inner cities and sink estates, but also those who were creating new-build schemes, such as Byker in Newcastle.</p>
<p>
	The movement, which has parallels with the Civil Rights campaigns from the 1960s, eventually united the monarchy, political parties and community activists at the 1,000-delegate Building Communities Conference in London in 1986.</p>
<p>
	Since publication, <em>Community Architecture </em>has become one of the key reference works in university libraries for a generation of student architects and planners, and has influenced legislation such as statutory neighbourhood planning.</p>

	&#39;The importance of <em>Living with the Bomb</em> has increased vastly since it was first published. Then, only the major powers, the USA, the USSR and the UK had nuclear weapons. Now many more countries, countries like North Korea, Israel, India and Pakistan, have nuclear weapons. The nuclear devices themselves come in many forms and can be delivered in many different ways. Old enmities continue in struggles over who should own what land and whose religious belief should triumph over all others. Leaders have been deposed, and not all have gone quietly. Millions of people have lost their homes and livelihoods and now live in camps, dependent on charity from the wealthier nations. A country like Syria, once wealthy and peaceful with different faiths living side by side, is now torn apart, its cities destroyed, in a struggle that shows no sign of ending.</p>
<p>
	Meanwhile, the climate is changing. As the earth warms the icecaps are melting. As the waters rise, in Bangladesh thousands try to flee to safety but are held back by the wall that India is constructing to keep them out. Wealthy countries do not welcome penniless refugees.</p>
<p>
	We cannot solve the problems of nuclear weapons, refugees and climate change while we continue to define ourselves in terms of the group we belong to and the stranger who, being a stranger, must be our enemy. We need to learn to see ourselves as one people, the people who inhabit the Earth which is our home.&#39;</p>
<p>
	<strong><em>Living with the Bomb </em>describes our different forms of denial and the effects such denial has, as well as the process of change we must undertake in order to secure the continuation of the human race.</strong></p>

    <title>Harry G. Johnson&#8217;s official biographer writes a new introduction on the eminent economist</title>

	Here, Don Moggridge provides a new article on the influential economist, Harry G. Johnson, ahead of the publication of the 9 volume Routledge Library Editions collection, <em>Collected Works of Harry G. Johnson</em>, this month. Moggridge offers a brief outline of the life of Johnson and his contributions to international trade and monetary economics.</p>
<p>
	Don Moggridge discusses the importantance of the new collection and its significance in helping to understand the economic influence that Johnson had on a significant proportion of the twentieth century.</p>
<p>
	&#39;Harry Johnson (1923-1977), was educated at Toronto, Cambridge and Harvard. He taught full-time at St. Francis Xavier in Antigonish, Nova Scotia (1943-4), Cambridge (1949-56), Manchester (1956-9), Chicago (1959-77) and LSE (1966-74).</p>
<p>
	His skills as an economist were recognised early and exploited in other ways. In June 1949 he was invited to join the advisory board of the <em>Review of Economic Studies</em>. He became Assistant Editor two years later, then Assistant Managing Editor, a post he held, despite the journal&#39;s long-standing convention of editors having to resign when promoted (which should have removed him when he took his chair in Manchester) until 1961. His editorial career would later include editorships of the <em>Journal of Political Economy</em> (1960-66, 1969-77), the <em>Manchester School</em>, <em>Economica</em>, as well as a watching brief on the <em>Journal of International Economics</em>. He was the best editor of his generation. With his encyclopedic knowledge of the literature and the profession, he could guide authors in fruitful directions and place their contributions in the context of contemporary developments of the discipline. Constant travel, conference-going and networking played a crucial role. He was onto trends before they appeared in print. He once remarked that if he relied solely on libraries or publications he would be at least two years behind where he actually was and thus be obsolete.</p>
<p>
	Johnson played a dominant role in two areas of economics. In the development of the Heckscher-Ohlin tradition, he made fundamental contributions to the theory of tariffs and to the formal theory of trade and economic growth. He also provided state of the art surveys. In monetary economics, both domestic and international, he was almost as seminal a figure. In a series of classic surveys of the literature, he identified and explained the links between the ideas of the major innovators in post-war monetary theory and, in his discussion of the issues that would benefit from further work, he set the agenda of the profession for a generation. He was the founding contributor to the monetary approach to the balance of payments.</p>
<p>
	This series of volumes contains all of Johnson&#39;s major contributions to both international trade and monetary economics and, in the two volumes edited with Jacob Frenkel, his attempt to launch, both theoretically and empirically, the monetary approach to the balance of payments. The series also provides examples of another of Johnson&#39;s strengths &mdash; his ability to extend economic analysis creatively to comprehend new phenomena such as opulence, economic nationalism, trade policy and the development of economics.</p>
<p>
	The volumes thus provide not only a good guide to the career of one outstanding economist, but also, given his command of the literature and its development, a guide to international economics and monetary economics as they developed in the third quarter of the twentieth century.&#39;</p>

	Author of <em>Towards a Theory of Schooling</em>, David Hamilton, talks to us about this Revival and and why it is still such a timely publication today.</p>
<p>
	<em>&#39;Towards a Theory of Schooling</em> was researched, written and published between 1977 and 1989. Extracts subsequently appeared in Spain, Portugal and a South American journal, translations of the entire work appeared in Japanese and Korean and, as a result, the English language edition went out of print.</p>
<p>
	The organisation and conduct of modern schooling took a new shape in the sixteenth century as Latin forms of the words syllabus, class, curriculum and didactics became prominent in the international educational lexicon. In turn, schooling maintained the same terms and supporting framework until the 20th century.</p>
<p>
	<em>Towards a Theory of Schooling</em> was written as an exploration of the forms taken by modern schooling. It starts from the premise that schooling and society must be examined in terms of the reciprocal relationships that hold them together over time and space. In addition, it makes a strong distinction, rarely considered in English-language sources, between education and schooling; it offers a history of schooling between 1500 and the First World War; and, deriving its case studies from Scottish, French and American sources it has an international, not an Anglo-American outlook.</p>
<p>
	Throughout, the narrative is held together by linking the history of schooling to parallel changes to the organisation and management of craft and industrial production. With reference to the word classroom, for instance, its first recorded educational use took place in the presence of Adam Smith (1762) and seems to have arisen from generalisation of the word wareroom to describe rooms that were occupied by classes and schools. The remainder of <em>Towards a Theory of Schooling</em> operates with similar concerns, ranging from an analysis of the earliest use of the word class in an account of the University of Paris (1517), through the emergence of &lsquo;lock-step&rsquo; teaching in the early part of the nineteenth century, to American efforts to institute the recitation, a form of instruction where groups of children, could be questioned individually via oral questions from a teacher&rsquo;s &lsquo;well-stored mind&rsquo;. The last case is also a generalisation from the idea that teachers might operate as single machines that could drive many minds.</p>
<p>
	Insofar as the early years of the twenty-first century have been marked by the intrusion of ideas about marketisation, neoliberalism and neocorporatism into schooling from industry and commerce, the re-publication of <em>Towards a Theory of Schooling</em> is probably more timely than it was in 1989.&#39;</p>

    <title>Bringing Handbooks to Life &#45; Cathy Hartley, Europa Commissioning Editor explains all</title>

	While handbooks are only a part of Europa&rsquo;s new projects &ndash; there are also monographs and Politics of . . . titles, plus we have exciting ideas for new series in the pipeline, I will share information on those in due course and concentrate here on our handbooks programme.</p>
<p>
	<strong>Why handbooks?</strong><br />
	Handbooks are an ideal way to put together a number of essays, often grouped into themed sections. Chapters are normally around 5,000 &ndash; 8,000 words in length and often have endnotes and/or bibliographies for further research. For example, the Handbook of China&rsquo;s Governance and Domestic Politics, edited by Chris Ogden, covers a huge range of topics within its four sections: organizational principles; policy areas; political processes; and contemporary issues.</p>
<p>
	<strong>How do you choose what handbooks to publish?</strong><br />
	Handbooks in academic reference aim to offer new information and analysis using the Europa core areas as a starting point, that is to say regions and countries of the world, economics, defence, the environment, international relations, international organizations, etc. Sometimes we look at a certain area and commission handbooks within this area.</p>
<p>
	For example, we have a growing list of handbooks on international relations and regional governance. These began with Professor Robert Looney&rsquo;s edited volume, Handbook of US-Middle East Relations, followed by Uwe Wunderlich&rsquo;s and David Bailey&rsquo;s edited handbook, The European Union and Global Governance, the Handbook of India&rsquo;s International Relations (edited by David Scott) and Handbook of China&rsquo;s International Relations (edited by Shaun Breslin). These will be joined shortly by Handbook of Africa&rsquo;s International Relations, edited by Tim Murithi, who has pulled together an eminent group of experts on Africa for this title, and by East and South-East Asia: International relations and security perspectives (edited by Andrew T. H. Tan, who has worked with the Europa team on several publications).</p>
<p>
	It was felt that governance, within countries as well as regions, was an area of interest to our readers and thus the Handbook of China&rsquo;s Governance and Domestic Politics, edited by Chris Ogden, was commissioned. We recently published Governance in the Middle East and North Africa, edited by Abbas Kadhim and plan to publish the Handbook of Central American Governance, edited by Diego S&aacute;nchez-Ancochea and Salvador Marti later this year.</p>
<p>
	<br />
	We also have a growing list of topic-based handbooks. We recently published the Handbook of Land and Water Grabs in Africa: Foreign direct investment and food and water security, put together by a prestigious team of editors, Tony Allan, Martin Keulertz, Suvi Sojamo and Jeroen Warner. There are many more issue-based handbooks, including The Global Arms Trade (edited by Andrew T. H. Tan), the Handbook of Oil Politics (edited by Robert Looney) and Handbook of Nuclear Proliferation (edited by Harsh V. Pant), and a number of handbooks that are being prepared for publication in the coming months, including the Handbook of Emerging Economies (edited by Robert Looney), the Handbook of Indigenous Peoples&rsquo; Rights (edited by Damien Short and Corinne Lennox), the Handbook of Global Economic Governance (edited by Manuela Moschella and Catherine Weaver) and Handbook of Microfinance (edited by Jude Fernando).</p>
<p>
	<strong>How do you find editors?</strong><br />
	As you can see above, Robert Looney has edited a number of handbooks for us. Originally, he submitted such an interesting and well-written chapter for publication in one of our first handbooks, the Handbook of Defence Politics (edited by Isaiah Wilson III and James J. F. Forest) that I asked him whether he would like to take on the editorship of a handbook himself. We have never looked back, and he is currently preparing the Handbook of Emerging Economies, which will examine the BRICS countries along with many up-and-coming developing economies, and promises to be a fascinating read.<br />
	We have found several of our editors in a similar way &ndash; one book leads on to another. Andrew T. H. Tan wrote the Political and Economic Dictionary of South-East Asia and proved to be such a good writer and editor that we have asked him to edit several books, in the Politics of . . . series as well as in the handbooks series (The Global Arms Trade was his first handbook for us). The Handbook of Land and Water Grabs in Africa, an overview of the issues surrounding foreign direct investment in African farmland, which may have a huge impact on the continent in the coming years, came about because I had worked with Jeroen Warner on The Politics of Water, and he came to Europa Routledge with the handbook idea that fitted right in with our other projects.<br />
	Other editors come through recommendation, through working with us on our core Europa publications, or they may come to us with an idea for a handbook.</p>
<p>
	<strong>What new handbooks are in the pipeline?</strong><br />
	As well as books that are currently in production or in the process of being written, there are many ideas for new handbooks. The series lends itself to a variety of current issues. I would very much like to commission a handbook looking at Arctic resources &ndash; as the ice caps melt there are opportunities to exploit rich sources of minerals, oil, etc., but there are issues surrounding land ownership, indigenous peoples and environmental damage that should be considered. A `sister&rsquo; topic would be looking at the potential for the exploitation of sea and under-sea resources, for example looking into how international organizations interpret ownership, how countries might use exclusion zones around their overseas territories, disputed ownership of parts of the Antarctic, etc. There may well also be a handbook on human rights, which would examine rights from the economic, social and cultural standpoint. Also more international relations and governance handbooks would be interesting to commission: South America, Russia, Central Asia . . . and of course any ideas are welcome.</p>

    <title>Peter Faulkner talks about the reissue of &#8216;Modernism&#8217; this April</title>

	Modernism is one of the most frequently used terms in discussions of twentieth century literature and culture. Peter Faulkner focusses on this concept, providing an historical account of modernism and demonstrating how modernism relates to Victorian culture.</p>
<p>
	Here, Peter Faulkner, author of the reissued title, talks to us about <em>Modernism</em>. Faulkner provides a brief overview on the book itself, what has changed since its first publication and why the book is still as prominent today, as when it was first published.</p>
<p>
	<strong>Peter Faulkner&rsquo;s <em>Modernism</em> was originally published in 1977. As part of the Routledge Revivals programme, the title re-issues this April. Titles published within the Revivals series are considered to be distinguished titles by eminent authors of the last 100 years, whose work is no longer easily accessible. </strong></p>
<p>
	&ldquo;After an introductory discussion of the prevailing modes of Victorian literature, the book describes the changing attitudes to be found in Henry James and W.B. Yeats, before offering an account of the period 1910-30 in which the modernist movement flourished. The five central sections deal with the early criticism of T.S. Eliot, Ezra Pound&rsquo;s poem <em>Hugh Selwyn Mauberley</em>, the critical essays of Virginia Woolf (discussed by Anthony Fothergill), James Joyce&rsquo;s masterpiece <em>Ulysses</em> (by Jeremy Lane) and the relation of D.H. Lawrence to Modernism. A brief survey is then given of developments since 1930, and of critical accounts of the movement; the book concludes with a bibliography. Subsequently, Faulkner published a number of the central critical texts, by the writers named above and associates like Ford Madox Ford and Wyndham Lewis, in <em>A Modernist Reader</em> (1986). Lawrence Rainey edited a more extensive collection of critical texts in <em>Modernism: An Anthology </em>(2005).</p>
<p>
	Since 1977 there have been a number of further works on the topic, including Michael Levenson&rsquo;s <em>A Genealogy of Modernism</em> (1984), Gabriel Josipovici&rsquo;s <em>The Lessons of Modernism</em> (1987), Peter Nicholls&rsquo; <em>Modernisms: A Literary Guide</em> (1995), Tim Armstrong&rsquo;s<em> Modernism: A Cultural History</em> (2005), John Smart&rsquo;s<em> Modernism and After</em> (2009), Josipovici&rsquo;s<em> Whatever Happened to Modernism </em>(2012), and David James, editor, <em>The Legacies of Modernism</em> (2012). Some of these books expand the range to consider works of American and European Modernism, and make use of critical approaches including Structuralism, Feminism, Post-Colonialism and Deconstruction, as well as introducing the idea of Post-Modernism. But for students looking for clear and succinct guidance on the movement as it developed in England in the early twentieth century, Faulkner&rsquo;s<em> Modernism</em> remains a valuable introduction, particularly as the five writers the book concentrates on - Eliot, Pound, Woolf, Joyce and Lawrence - are still those most studied in the context.&rdquo;</p>

	8th March 2013 marks International Women&rsquo;s Day. This global event celebrates the economic, political and social achievements of women past, present and future.</p>

Women from all over the world are connected through a diverse range of events, including political rallies, business conferences, government activities and networking events, as well as local activities such as women&rsquo;s craft markets, theatrical performances, fashion parades and more!</p>

	In places like China, Russia, Vietnam and Bulgaria, International Women&rsquo;s Day is a national holiday. The first International Women&rsquo;s Day in 1911 was introduced as part of the campaign for women&rsquo;s right to vote. Today, International Women&rsquo;s Day honours the work of the Suffragettes, celebrates women&rsquo;s successes and looks to address some of the inequalities that still exist around the world.</p>

<p>
	The two works of Peter Mangold, despite being written in 1978 and 1990, remain as relevant as ever. The two texts focus on key critical debates in areas such as International Relations, the Middle East, Terrorism and Security Studies. These Revivals will appeal directly to those interested in the historical events within these fields &ndash; such as national security in the twentieth century and the role of the Middle East in The Cold War.</p>

	The first of Mangold&rsquo;s titles,<a href="http://www.routledge.com/books/details/9780415830966/" target="_blank"><em> Superpower Intervention in the Middle East</em></a>, reissuing in March of this year, is a fascinating work that deals largely with the role of the Middle East at the forefront of the Cold War. As the Middle East became disillusioned with British and French imperialism, the Soviet Union managed to build relations with Egypt, Syria and Iraq. When the United States reacted, confrontation was inevitable. Written during the peak of the conflict, the book looks at the role of the world&rsquo;s superpowers in the local conflicts of the Middle East and the threat that ensued in the form of both nuclear confrontation and the risk to Western oil supplies.</p>
<p>
	The second of the reissued titles by Peter Mangold, <a href="http://www.routledge.com/books/details/9780415830997/" target="_blank"><em>National Security and International Relations</em></a>, provides a concise look at the problems facing national security in the twentieth century. In the wake of two world wars and nuclear threat, Peter Mangold argues that war was one of the main factors of insecurity and explores the different approaches that were attempted to improve the security crisis that was taking place.</p>

	In November of last year, the <a href="http://www.routledge.com/reference/blog/category/routledge_revivals/" target="_blank">Routledge Revivals </a>publishing programme reissued the political text by G. Lowell Field and John Higley.</p>
<p>
	The book presents an important critique of prevailing political doctrine in Western societies at a time of major change in circumstances of Western civilization. One of the authors, John Higley, talks to us here about role of the elite and the message within <em>Elitism</em>.</p>
<p>
	<strong>Newly written, this additional blurb by John Higley, highlights the importance of reissuing this text now:</strong></p>
<p>
	&quot;Elitism, published in 1980 and in German as Eliten Und Liberalismus in 1983, is a lasting contribution to political sociology. The text reduces the determinacy Mosca and Pareto assigned to elites and Marx attributed to class struggles. It specifies a middle ground between polar views of politics and society.</p>
<p>
	Elitism critiques democratic theory, liberalism&rsquo;s confusion about elites and complacent elite beliefs about the effectiveness and viability of welfare states. The book&rsquo;s central message is that stable, representative political institutions cannot exist without internally secure and trusting elites &ndash; a consensual unified elite. An unspoken agreement among elites not to exacerbate conflicts and respect each other&rsquo;s vital interests is the necessary condition of any practical and durable degree of democratic politics. However, consensual unified elites are never created through mass pressures, foreign urgings or military interventions. They emerge only when warring elite persons and groups lessen allegiances to non-elite followings and tighten relations with elite enemies.</p>
<p>
	Elites are decisive for major political variations among societies and within societies over time, yet elite actions are often checked and limited by the political orientations of non-elites. Elitism examines how non-elite orientations have changed historically and how this helps explain the occurrence and non-occurrence of democratic or fascist revolutions in different phases of socioeconomic development.</p>
<p>
	A lack of political realism among elites in contemporary Western societies is one of Elitism&rsquo;s abiding concerns. Elitism argues that elites must adopt a more self-consciously elitist frame of reference to manage ominous conflicts between employed and relatively secure &lsquo;insiders&rsquo; and insecure &lsquo;outsiders&rsquo; for whom there is no clearly necessary work. They contend that many conflicts between developed and developing societies also approximate a conflict between insiders and outsiders. In 1980 a main concern was that na&iuml;ve and self-deceiving elites in the West might eventually have to pay blackmail to militant but culturally traditionalist elites outside the West frustrated in development efforts but armed with advanced weaponry. This is one of the many respects in which Elitism remains highly relevant.&quot;<br />
